Puts Civil Rights First: Floyd McKissick, National Director of the Congress of Racial Equality, advocated today that the United States put first priority on the civil rights program and get out of Vietnam. McKissick said the White House Conference on Civil Rights would be asked to support the recommendation at its closing sessions.
