Commentary
The voluntary city-suburb transfer program differs substantially from the court-ordered desegregation in Milwaukee. Suburban educators say the suburban program tends to attract motivated minority students. From one perspective, racial integration at suburban schools appears to be a storybook success. Teachers, administrators and students all say that the suburban and city kids are getting along well and that racial problems are rare. But from another perspective, integration at these schools doesn't appear to have extended beyond the classrooms and playgrounds.
